الداخلية الروسية تقرر تسهيل شروط إقامة الطلاب الأجانب
قررت وزارة الداخلية الروسية تبسيط شروط إقامة الأجانب الدارسين في روسيا، وذلك من خلال إنشاء نظام قانوني خاص لهم باستحداث “تصريح إقامة مؤقتة لغرض الحصول على التعليم”.
جاء ذلك في وثيقة نشرت في البوابة الفدرالية لمشاريع القوانين التنظيمية، وتتضمن مشروع تعديلات للقانون الفيدرالي بشأن الوضع القانوني للأجانب في روسيا.
ويقترح المشروع إنشاء نظام قانوني خاص للأجانب المسجلين بدوام كامل في المؤسسات التعليمية والعلمية الروسية المعتمدة من قبل الحكومة.
وحسب الوثيقة، فإنه في الوقت الحالي يحصل الأجانب الذين يدرسون في روسيا، على تصريح إقامة مؤقتة على أساس عام ضمن الحصص التي تحددها الحكومة.
أما في حال حصوله على “تصريح إقامة مؤقتة لغرض الحصول على التعليم”، فسيعتبر المواطن الأجنبي “مقيما مؤقتا” ويمكن تسجيله وفق مكان العيش أو الإقامة على السواء، ولتسهيل ظروف الطلاب الإجانب من المخطط منحهم السماح بعدم وقف تسجيلهم في مكان الإقامة لدى الخروج من روسيا (لقضاء إجازة مثلا) خلال فترة الدراسة.
ويتضمن المشروع مقترحا لمنح فئة الأجانب الحاصلين على “تصريح إقامة مؤقتة لغرض الحصول على التعليم”، تأشيرة الإقامة المؤقتة.
