لبنان يسمح للاجئين الفلسطينيين بممارسة مهن كانت ممنوعة عليهم
أصدر وزير العمل اللبناني، مصطفى بيرم، يوم أمس الأربعاء، قرارا يسمح للاجئين الفلسطينيين بمزاولة مهن كانت محصورة باللبنانيين فقط، بعد أن كان القانون يمنعهم من العمل بأكثر من 70 مهنة.
وبحسب بيان صادر عن وزارة العمل، فإن “القرار اتخذ بناء على مقتضيات المصلحة العامة ومراعاة للظروف الاقتصادية التي استدعت إعادة النظر بلائحة المهن الواجب حصر ممارستها باللبنانيين”.
وجاء في القرار: “يستثنى من حصر المهن الحرة باللبنانيين، الفلسطينيون المولودون على الأراضي اللبنانية، والمسجلون بشكل رسمي في سجلات وزارة الداخلية والبلديات اللبنانية”.
كما استثنى القرار الأجنبي المولود لأم لبنانية أو متزوجا من لبنانية، والمولودون في لبنان من حملة بطاقة مكتومي القيد، مع التقيد بالشروط الخاصة بالمهن المنظمة بقانون.
ومن بين هذه المهن التي سمح لهذه الفئات ممارستها: المهن المنظمة بقانون والتي يحصر حق ممارستها للمنتسبين لنقابة المهنة وبعد الاستحصال على إجازة من السلطة المختصة عند توجبها مثل: المحاماة، الهندسة، الطب، الصيدلة، التمريض، الطوبوغراف.
وفي أغسطس 2010 أقر البرلمان اللبناني قانونا بموجبه يعمل اللاجئ الفلسطيني في بعض المهن شرط الحصول على اجازة عمل من وزارة العمل، مع اعفائه من رسوم الإجازة فقط، وممنوع عليه ممارسة المهن الحرة، ولكي يعمل اللاجئ في المهن المسموح بها عليه أن يجد عملا لدى رب عمل لبناني، وأن يوقع عقد العمل، وأن يحصل على اجازة عمل من وزارة العمل، وأن يقبل رب العمل اللبناني دفع رسوم عن العامل الفلسطيني توضع في حساب خاص في صندوق الضمان الاجتماعي.
