فرنسا تتولى رئاسة الاتحاد الأوروبي
تولت فرنسا ولستة أشهر الرئاسة الدورية للاتحاد الأوروبي مع برنامج طموح لأوروبا “قوية وذات سيادة”، قد يتأثر بفورة الإصابات الجديدة بكورونا والانتخابات الرئاسية في أبريل المقبل.
وجرت مراسيم تسليم فرنسا رئاسة الاتحاد عند منتصف الليل من سلوفينيا التي كانت ترأس المجلس الأوروبي منذ الأول من يوليو، على أن تسلم باريس رئاسة الاتحاد في النصف الثاني من العام لجمهورية التشيك.
وفي خطوة ترمز إلى هذا الانتقال أنير برج إيفل وقصر الإليزيه باللون الأزرق الأوروبي.
وعلى مدى الستة أشهر المقبلة، ستحظى فرنسا بنفوذ كبير للمضي قدما ببعض المسائل والتوصل إلى تسويات بين الدول الأعضاء مع أن العملية مضبوطة وتستدعي الحياد والحنكة.
ويمثل مجلس الاتحاد الأوروبي مصالح الدول الـ27 الأعضاء أمام المفوضية والبرلمان الأوروبيين، وتدعو الرئاسة الفصلية إلى اجتماعات الوزراء وتحدد جدول الأعمال وتقود المفاوضات.
وحدد الرئيس الفرنسي إيمانويل ماكرون سقفا عاليا جدا للرئاسة الفرنسية للاتحاد الأوروبي.
وقال في التاسع من ديسمبر الماضي، إنه “ينبغي جعل أوروبا مجددا قوية في العالم وتتمتع بسيادة كاملة، وحرة في خياراتها وتتحكم بمصيرها”.
ولن يرأس ماكرون القمم أو اجتماعات المجلس الأوروبي إذ أن هذا الدور يعود لشارل ميشال، إلا أن بإمكانه أن يلقي بثقله خلال المناقشات ويتدخل في حال حصول أزمة.
